As for the capital economic circle, the national "12th Five Year Plan" proposed to "promote the integrated development of regional economy in Beijing Tianjin Hebei, the Yangtze River Delta and the Pearl River Delta", and also proposed to "build the capital economic circle".

According to public reports, the National Development and Reform Commission started the planning and preparation of the Capital Economic Circle in 2011. Among the regional planning approval plans in 2012, the development plan of the Capital Economic Circle ranked first, but the progress has been slow.

Since then, some media reported in September this year that the Capital Economic Circle Development Plan originally planned to be released in June this year may be renamed the Beijing Tianjin Hebei Coordinated Development Plan.

The change of the name emphasizes the urgent requirement for the coordinated development of Beijing, Tianjin and Hebei, and pays attention to the coordinated development of the whole Beijing, Tianjin and Hebei region.

It is reported that the original economic circle of the capital only covers Beijing, three counties in Tianjin and several cities in Hebei. The Beijing Tianjin Hebei coordinated development plan under preparation is based on Beijing And Tianjin are driven by dual cores, and the whole of Hebei is included.

Some experts said that this means that in the future in such a large region as Beijing Tianjin Hebei, "Hebei" will be an independent part of Beijing and Tianjin "on an equal footing".

Previously, the functions of Beijing were identified as the center of politics, culture, science and technology and international exchanges, while the roles of the original financial center and business center were not mentioned. At present, Beijing's Dahongmen and other clothing industries have begun to transfer to Hebei and Tianjin, but whether the role of the financial center needs to be transferred to Tianjin is still inconclusive. Tianjin is currently engaged in the revision of the 13th Five Year Plan and urban planning. If there is no accident, it may involve the city's undertaking some of Beijing's financial functions.

The function of Beijing as a national transportation center in the past may also need to be partially transferred to Tianjin. For example, after the construction of direct high-speed railway between Baoding, Shijiazhuang, Chengde and Tianjin, the residents of Chengde and other places will have a meeting in Shijiazhuang in the future, instead of going through Beijing.

Where some of Beijing's administrative, educational and other functions will be transferred remains to be determined. That is, the location of the sub center in Beijing has yet to be determined. Some experts pointed out that Shijiazhuang may be the sub center of Beijing Tianjin Hebei in the Beijing Tianjin Hebei coordinated planning, but the sub center of Beijing may not be mentioned. The news that Cangzhou, Baoding and Qinhuangdao were going to be vice capitals of Beijing had been announced.
