Basic Requirements For Seamen'S Application

Basic Requirements


The seafarers' basic requirements should be met:


1. Over 18 years of age to 64 years of age


2. Holding the identity card of the People's Republic of China residents


3, there are no cases listed in article eighth or ninth of the law of the People's Republic of China on the administration of entry and exit of citizens.


4. There is no such case or behavior.


(1) the ship is in danger and fleeing the ship without authorization.


(2) escape after the accident and bear the responsibility of causing trouble.


(3) failing to fulfill the obligation of water rescue or refusing to execute the order of the search and rescue command authority.


(4) being punished for major maritime traffic accidents and still in the penalty period.


(5) apply for or obtain seafarers' documents by illegitimate means such as concealing facts and fraud.


(6) forgery, alteration, alteration, pfer, lending, leasing, trading or fraudulent use of crew documents.


(7) there is no reasonable reason for failing to perform crew duties or refuse repatriation arrangements abroad.


(8) abandonment of a ship being served without authorization in the voyage without reasonable reasons.


(9) serious violation of foreign discipline


5, holding the "seaman service book" issued by the maritime bureau, and the fishing crew members (including fishermen) holding the fishing crew service book issued by the fishing port.


6, holds the seafarers basic safety training qualification certificate, and the fishing crew members hold the corresponding training certificate issued by the fishing port.


7, since July 1, 1997, in addition to the employment of non professional seafarers authorized by the Ministry of communications and the signing of legal labor contracts with overseas ship owners or operators, labor contracts must be signed with shipping companies in accordance with the provisions of the labor law.

Application for seamen's certificate should be consistent with

Vocational and technical requirements


1. The seaman's seafarers should meet the vocational and technical requirements.


(1) having served as seamen or mechanic with a service qualification of not less than 12 months as a mechanic or seaman on domestic routes, or having completed vocational training for seafarers in less than 6 months and obtaining training certificates issued by the maritime administrative agency, or corresponding majors in Maritime Universities recognized by the competent authorities;


(2) ordinary sailors who are on duty and on duty should hold a competency certificate or visa for international voyage ships issued by the maritime administration.


(3) serving as a waiter or other crew members on the ship shall hold an approved post training certificate and have a service qualification of 6 months or more; or graduate from a corresponding professional institution.


(4) the crew of a fishing vessel should have a fishing service qualification of not less than 6 months; or complete a professional training of "fishing crew" in less than 3 months (not less than 1 months), and obtain the training certificate issued by the maritime regulatory agency or the fishing port authority; or graduate from a fishery school.


2. The seaman's senior seafarers should meet the vocational and technical requirements.


The seaman who applies for the Seamen's certificate must hold the certificate of competency of the seamen of the People's Republic of China, which is issued by the competent authority in line with the actual duties of the present exit ship, the type of vessel, the navigational area and the rank, and the senior officer of the fishing vessel shall hold the certificate of the corresponding duty issued by the fishing port superintendence.


3. Officers and crew members in the deck and Marine Department of special ships such as oil tankers, liquefied gas carriers, bulk chemical tankers, passenger ships, RO ro ships, high-speed ships and other special ships shall be specially trained by the maritime administrative organs for approval and obtain the corresponding special training qualification certificate.


4. Expatriate sailors apply for Seaman's card.


The expatriate seafarers refer to the crew members of the various foreign ships (including fishing vessels), which are established in the form of labor cooperation and established by the labor contract, which are owned or operated by overseas ship owners or operators.


In order to provide seafarers' certificates for the sending crew, the applicant shall submit a copy of the Seamen's labor contract and a copy of the business license of the contracted unit, in addition to meeting all the conditions that the seafarers should apply to.


5. Temporary sailors apply for Seaman's certificate.


Temporary crew members refer to non professional sailors who work on ships for the purpose of ship production, safety and scientific research.

It is not part of a temporary ship worker to take ships as a means of pport to work outside the crew.


For temporary sailors to apply for seamen's certificate, they should submit an application report to the competent department of the Ministry of Communications (MSA).

With the approval of the Ministry of communications, short-term seafarers' certificates valid for no more than 2 years can be handled.
